Delegate E. Pritt moves to amend HB2827 on page 2, Section 48, following the words “on basis of need.” by striking out the two subsequent sentences on lines 27 through 31, and inserting in lieu thereof, the following:

“Moneys distributed from this fund shall be only used to make permanent affixed improvements, alterations or additions to a physical facility that a county board of education, public charter school or multicounty vocational center owns: Provided, That the State Department of Education may distribute funds for improvements on or in a facility that is not owned by one or more county school boards or a public charter school, if it requires that the improvements are not permanently affixed and may be removed.”
